Place of Performance: Washington, DC 20520- (Telework Subject to Approval)

SCOPE:  The GPA Video Office is requesting to procure a follow-on services contract to secure continuity of operations for critical mission function. The Office of Video functions like a news organization where staff are expected to respond to significant world events. This is sometimes handled by scheduling staff on nights and weekends and/or by being on-scene to record them as they happen. Contractors must be willing to work nights and weekends as needed and

travel domestically and internationally on short notice and remain on location to fulfill requirements of the Department such as editing video, uploading content and delivering final video files and products on very tight deadlines. In addition, the contractor shall provide for full-time telework of some personnel located in different parts of the continental United States and some foreign countries. Employees with full-time telework arrangements are necessary to meet the demands of finding experienced, high-end talent and their physical location shall not be a contract into GPA/CN/VID’s ability to meet any and all requirements of the contract. Therefore, the contractor shall make all travel arrangements for their employees in these scenarios, be able to maintain contact 24/7 with their employees even in remote locations and low-bandwidth areas and shall provide all required insurance for employees working both domestically and internationally.


  • Must be a U.S. Citizen
  • Active Secret Clearance
  • Demonstrable experience in project management and stakeholder engagement.
  • Exceptional communication skills, with fluency in modern technology collaboration tools.
  • Proficiency in Microsoft Office suite.
  • High proficiency with Adobe Premiere is a must, as well as a solid ability to utilize the entire Adobe CC15 suite including plugins from Red Giant and Video Copilot. The ability to edit under deadline and juggle multiple projects at once is key. Advanced non-linear video editing experience is preferred.
  • Ability to approach problems analytically and holistically, considering the individual problem and the impact on the larger system.
  • Must have professional, client-based experience as a non-linear video editor. Must be comfortable working with a variety of frame rates, sizes, and codecs. Must be proficient at color grading and creating custom deliverables
  • Adaptability to work flexibly and efficiently in a rapidly changing environment.
  • Demonstrated curiosity in continued learning and growth on the job.
  • Strong ability to focus on and understand the needs of clients, as well as build and maintain strong working relationships.
  • Knowledge of administrative management and organization principles, concepts, methods, and practices to provide a variety of administrative support functions that contribute to the smooth and efficient operation of the Office.
  • Ability to interact effectively with individuals at various levels to provide advice, information, and assistance.
  • Experience using and managing video assets with a MAM.
  • Must have at least intermediate skills shooting video – advanced skills in shooting are preferred.
  • Ability to work cooperatively in a team environment in order to meet the demands associated with a high volume, results-driven office.
  • Ability to plan, organize, and prioritize work to efficiently accomplish multiple, concurrent assignments with tight deadlines.


  • Develops creative briefs (strategy and messaging) a s identified by supervisor, including script, storyboard, outline, or treatment for approval.
  • Coordinate production elements including acquisition of content elements, which may include multi-media and interactive elements, as well as the typical gamut of interviews, location shots, b-roll, graphics, etc.
  • Designs and implements feel and style of the video work product.
  • Coordinates with stakeholders to ensure production is on-schedule and consistent with the initial brief.
  • Provide Video support meetings with high-level USG officials
  • Works closely with talent/participants.
  • Teaches/trains others on mixed media use and production techniques.
  • Excellent ability to also have a flexible, team-oriented approach to work.
  • Professional experience creating dynamic motion graphics. An expert knowledge and/or advanced knowledge in Adobe After Effects, Illustrator, and Photoshop is a must.
  • Must have solid professional experience creating digital-first content and integrating strategies, styles, and techniques to optimize social media engagement.
  • Preferred is experience working within integrated communication campaigns teams.
  • Work closely with team members and clients on project conceptualization and execution, which includes pitching ideas, drafting scripts, coordinating, and directing shoots.
  • Work independently to ensure the needed assets per project are acquired, projects stay on track and deadlines are met.
  • Work on multiple projects at once, managing assigned workload and prioritizing deadlines.
  • Work on projects which vary in length from short, quick turnaround projects which take a few hours, to projects that ta e several months to complete.
  • Import (video) shoot content, convert and tag media as needed with metadata, generate rough cuts and final edits of short form videos including but not limited to promotional materials, PSAs, and 1–3-minute short documentary style pieces.
  • Public affairs experience is preferred.
  • Work closely with Office management and colleagues to maintain and develop the technical capabilities of the video production gear, and studio ensuring each conforms to industry standards a s well a s the unique challenges faced by GPA as it seeks to reach audiences in low-bandwidth areas. Some experience preferred.
  • Trains others on production principles, digital-first content creation optimized for social media engagement, marketing, and distribution. Some experience preferred.
  • Support and consult with USG in assisting U.S. Embassies and American Spaces around the world to maximize the effectiveness of video in the digital space. Some experience maximizing the effectiveness of video in the digital space is preferred.
  • Uses social media analytics to inform creative and content decisions in the production of new videos with an eye towards improving reach and engagement. Some experience preferred.

DECISION MAKING/JUDGEMENT: This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, processes, plans, and schedules. Ability to work independently or in a team setting is necessary.
