PLACE OF PERFORMANCE: Washington, DC (Telework at customer’s discretion).

SCOPE: Must be able to provide advice and expertise on a particular topic or task that advances that customer’s mission. Holds institutional knowledge of the relevant subject matter. Advises and/or recommends to senior management processes or procedures rooted in industry best practices. Does not require significant supervision to carry out routine or complex tasks.

Drafts public diplomacy strategies that coordinate Department and USG efforts to understand, engage, inform, and persuade foreign publics to achieve U.S. foreign policy objectives. Works with teams to align existing strategic planning tools and directives and policies on Public Diplomacy strategic planning. Coordinate’s processing of memoranda and planning documents pertaining to strategic initiatives between and among Department bureaus, and between federal agencies, and facilitate intradepartmental communication about public diplomacy strategic plans and priorities.

Subject Matter Expert I

PROFESSIONAL QUALIFICATIONS:

  • Experience working with teams to use strategic planning tools, methods and procedures, including those mandated by the U.S. Department of State and Office of Management and budget.
  • Experience working with U.S. foreign affairs agencies and/or international organizations.
  • Experience in formulating and writing memoranda and planning documents pertaining to strategic initiatives between and among Department bureaus.
  • Experience developing training exercises.
  • Demonstrable knowledge of the principles and methods of public diplomacy performance measurement tools.
  • Knowledge of and experience with Public Diplomacy programs, practices and theory.
  • Familiarity with principles and practices of knowledge management.
  • Familiarity with formulating, writing, and implementing reporting mechanisms, policies, processes, and procedures.
  • Strong critical and creative thinking and analytical skills.
  • Strong written and oral communication skills.
  • Strong ability to work with minimal day-to- direction on day-to-day tasks.
  • Strong ability to work in a flexible, team-oriented environment.
  • A Bachelor’s Degree or higher; with a master’s degree or other advanced degree preferred.
  • A minimum of three (5) years of related professional work experience is required for this position.
  • Ability to maintain a SECRET security clearance.

DUTIES AND RESPONSIBILITIES:

  • Supports analysis and implementation of the Department’s PD Strategic Framework and other strategic planning policies.
  • Supports the PD Staffing Initiative efforts to realign positions and strategic approaches for Public Diplomacy sections.
  • Works with R/PPR colleagues to support integration and modernization of PD strategic planning tools, such as the PD Tools database that involves the Public Diplomacy Implementation Plan and Public Diplomacy Country Context.
  • Supports R/PPR by drafting memos and briefing papers and by conducting analysis, planning, implementation, and other efforts.
  • Must be a US citizen.
  • Must be able to obtain a security clearance.
  • At least 6 years of work experience preferred (can trade out some years for education qualifications). Bachelor’s Degree required in field relevant to subject matter at issue.

  • Must be a US citizen.
  • Must be able to obtain a security clearance.
  • At least 8 years of work experience preferred (can trade out some years for education qualifications). Bachelor’s Degree required in field relevant to subject matter at issue.

PROFESSIONAL QUALIFICATIONS:

Subject Matter Expert III

  • Must be a US citizen.
  • Must be able to obtain a security clearance.
  • At least 10 years of work experience preferred (can trade out some years for education qualifications). Master’s Degree required in field relevant to subject matter at issue.

COMMUNICATION SKILLS: These positions may require handling confidential information in an appropriate manner. Customer interactions must be handled with diplomacy and tact. Individual must be able to gauge the customer’s technical ability and communicate with them in appropriate technical or non-technical language in a non-condescending manner.

DECISION MAKING/JUDGEMENT: This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, plans, and schedules. Although there are sometimes problem-solving guidelines for problems, there are no existing procedures or instructions for those problems. Ability to work independently or in a team setting is necessary.
