PLACE OF PERFORMANCE: Washington, DC (Telework at customer’s discretion).

SCOPE: Perform a wide range of services to formulate and define systems scope and objectives based on each user needs and an expert understanding of information technology, business processes, and industry requirements. Participate in business and technical information technology solutions implementations, upgrades, enhancement and conversion. Understand and use appropriate tools to analyze, identify and resolve business or technical problems, develop metrics to monitor performance and measure key project criteria, and prepare data base or system technical documentation for users or stakeholders.  Prepare technical reports and related documents and deliver presentations and briefings as may be required. Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and Bureau COR and Office/Division supervisor (or Office Director or Deputy Director).

Note: Contractor staff working in this position may be required to access the Department’s computer networks, information systems and networks, and data bases.

PROFESSIONAL QUALIFICATIONS:

The ideal candidate would have the following technical and general qualifications:

  • Must be a US citizen.
  • Must be able to obtain a security clearance.
  • Experience in software, systems and/or database development, maintenance, testing, analysis and management in a multi-platform environment. Excellent computer, computer networks and data base skills.
  • Experience in conducting complex analyses of quantitative and qualitative data (involving various data sources) and results reporting.
  • Experience with computer network application packages.
  • Experience in database development, analysis and management.
  • Excellent facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.
  • Knowledge and application of statistical data analysis and data management software (e.g., SPSS).
  • Education and/or work experience related to statistical and research methodology.
  • Experience in conducting complex analyses of quantitative and qualitative data (involving various data sources) and results reporting.
  • Experience migrating (uploading) data from one system data base or network to Access and/or Excel and designing procedures and reports to guide data analyses and interpretation.
  • Experience in developing and implementing standard operating procedures (internal controls) for computer networks and data bases.
  • Ability to work with various database applications.
  • Experience in program administration, operating procedures, oversight and monitoring.
  • Facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.
  • Excellent, timely and precise organizational skills and multi-tasking abilities.
  • Excellent critical and creative thinking and analytical skills.
  • Excellent written and oral communication skills.
  • Excellent ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.
  • Excellent ability to also have a flexible, team-oriented approach to work.
  • Excellent ability to build and maintain strong working relationships with colleagues.
  • Foreign language skills are preferred but not required.
  • MCSE, CISSP and PMP certifications are strongly desired.
  • A minimum of three (3) years working in the Computer Science, Information Systems, and Information Systems Development, Information Technology or related field/environment is required for this position.

COMMUNICATION SKILLS: These positions may require handling confidential information in an appropriate manner. Customer interactions must be handled with diplomacy and tact. Individual must be able to gauge the customer’s technical ability and communicate with them in appropriate technical or non-technical language in a non-condescending manner.

DECISION MAKING/JUDGEMENT: This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, plans, and schedules. Although there are sometimes problem-solving guidelines for problems, there are no existing procedures or instructions for those problems. Ability to work independently or in a team setting is necessary.
