SCOPE:  The Maasai Group, LLC is seeking a Legislative Outreach and Policy Analyst to establish and develop the office’s relationships with Congress to expand understanding of PD in foreign policy discussions; monitor and analyze legislation relevant to public diplomacy; ensure prompt and comprehensive responses to briefing requests and legislative taskers; and coordinate with the Bureau of Legislative Affairs to advocate for PD equities in Congressional legislation and appropriations

  • An undergraduate or graduate level education in a social science discipline or related field (e.g., communications, organizational leadership, psychology, etc.)
  • At least 5 years of experience working with or in Congress, preferably with international relations-related subject matter expertise
  • Strong understanding of the legislative process including legislation, hearings, and the budget and appropriations cycle.
  • Proficiency in the use of legislative or media monitoring software/services.
  • High level of proficiency in written and oral communications.
  • Excellent analytical and problem-solving skills
  • Excellent time management skills.


Legislative Monitoring

  • Monitors and provides written analysis of legislation, hearings, and other Congressional developments for PD equities, generating reports and flagging items for broader awareness as appropriate.
  • Maintains the Unit’s subscription to legislative monitoring services and software.

Strategic Advocacy and Network Building

  • Builds awareness of public diplomacy issues and advocates for PD equities with elected officials and member and committee staff through proactive briefings and engagement plans. Monitors and participates in Congressional events and develops networks of new and existing supporters.
  • Aids the Senior Communications Advisor in the creation of communications products directed towards Congress including call sheets, one-pagers, BCLs, and presentations.

Policy Analysis and Coordination.

  • Works with policy experts and the Office of the Legal Advisor to identify and analyze public diplomacy equities in emerging Congressional debates and legislation.
  • Identifies opportunities to convene internal and external stakeholders around policy issues and synthesize views into compelling, ambitious, and highly consumable proposals that chart a path forward on relevant issues.

Senior Leadership Support and Coordination.

  • Supports Department leadership in engagements with Congress, including preparing remarks, talking points, and scenario documents and coordinating pre-briefs and other preparatory meetings.
  • Coordinates with public diplomacy Bureaus for Congressional engagements and initiatives at the behest of the Unit Chief or Under Secretary

DECISION MAKING/JUDGEMENT: This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, processes, plans, and schedules. Ability to work independently or in a team setting is necessary.
