PLACE OF PERFORMANCE: Washington, DC (Hybrid Work Schedule 2+days in office)

SCOPE: The Maasai Group, LLC is seeking a Junior Program Officer to support the work and public diplomacy mission of the Cultural Heritage Center. The Program Officer will assist managers, analysts, and program staff in the Center with the administration and implementation of the Center’s major lines of effort including the Presidentially appointed Cultural Property Advisory Committee, the inter-agency Cultural Heritage Coordinating Committee, and its subsidiary working groups, and the Ambassadors Fund for Cultural Preservation.  The program officer will also support research, analysis, and reporting on issues and matters pertaining to the protection and preservation of cultural heritage in order to support the public diplomacy mission of the Center. The Program Officer should have experience or education related to foreign affairs, cultural heritage, archaeology, art history, historic preservation, museum studies, or the art market. An ideal candidate will have work experience involving project administration, research, reporting, or public affairs.

  • Strong, timely, and precise organizational skills and multi-tasking abilities
  • Demonstrated experience conducting research and analysis related to foreign affairs or cultural heritage (ideally, cultural heritage in the context of foreign affairs);
  • Strong critical and creative thinking and analytical skills.
  • Strong written and oral communication skills.
  • Facility with standard office, social media, and collaboration software including Microsoft Office 365 and G-Suite; able to learn and work with other software including databases, project management tools, data visualization, and GIS.
  • Ability to work independently, with minimal supervision, in a high-volume, fast-paced work environment.
  • Ability to telework and perform duties remotely, when needed.
  • Ability to build and maintain productive professional relationships with associates in the Department and interagency.
  • Ideally, a facility with data sources on
    •  1) cultural property laws and regulations
    • 2) measures taken to protect and preserve cultural heritage
    • 3) incidences of looting and illicit export
    • 4) international patterns of trade for cultural property, art, and antiquities
    • 5) the state of research, exhibition, and conservation of archaeological or ethnological resources.
  • Ideally, work experience involving project or program design and/or grant proposal development and/or review.


  • Coordinate preparations and follow-up for meetings of the Cultural Property Advisory Committee (CPAC) and/or the Cultural Heritage Coordinating Committee (CHCC) including:
    • organizing translation and interpretation services.
    • organizing conferencing services (including Zoom and WebEx);
    • organizing dissemination of meeting materials (using the FAN for the CPAC);
    • soliciting, collecting, collating, and organizing public comments.
    • preparing, drafting and clearing formal Federal Registry Notices.
    • arranging travel.
  • Assist with the preparation of documents for the CPAC and CHCC, including assessments, findings, determinations, MOUs, plans of action and meeting notes.
  • Assist with the administration of CHC funding opportunities, including the Ambassadors’ Fund for Cultural Preservation and the Cultural Antiquities Task Force.
  • Prepare, draft, clear Annual Congressional Notifications and Reports.
  • Prepare and edit CHC entries for ECA Country Profiles.
  • Monitor CHC public email accounts and organize responses as needed.
  • Maintain CHC research materials including journal subscriptions.
  • Conduct research and provide analysis on issues and matters related to cultural property, cultural heritage protection and preservation and repatriation of Native American heritage.
  • Maintain up-to-date information and data on CHC initiatives, programs, projects and activities.
  • Assist with the creation and or preparation, drafting and clearance of posts, materials, pages, infographics, etc. for CHC and affiliated SharePoint, websites, and social media.

These positions may require handling confidential information in an appropriate manner. Customer interactions must be handled with diplomacy and tact. Individual must be able to gauge the customer’s technical ability and communicate with them in appropriate technical or non-technical language.

This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, plans, and schedules. Although there are sometimes problem-solving guidelines for particular problems, there are no existing procedures or instructions for those problems. The ability to work independently or in a team setting is necessary.
