PLACE OF PERFORMANCE: Washington, DC (Telework at customer’s discretion).

SCOPE: Perform a wide range of Information Specialist services to formulate and implement proposed solutions to complex or specialized information technology problems related to Bureau-specific programs. Develop proposed complex or sophisticated systems solutions to Bureau information technology functions and requirements. Provide specialized knowledge in various disciplines, such as, assemble/integration, cross-discipline functions, data engineering, industry expertise, knowledge engineering and/or legacy evolution. Provide expertise to help conceptualize, design, construct, test and implement portions of business and technical information technology solutions through application of appropriate software development life cycle methodology. Interact with Bureau managers and staff to gain an understanding of the Bureau business environment, technical context and organization strategic direction. Define scope, plans and deliverables for assigned projects, analyze collected requirements to ensure plans and identified solutions meet Bureau’s needs and expectations. Collect, identify, define and organize detailed user and information technology requirements. Participate in business and technical information technology solutions implementations, upgrades, enhancement and conversion. Understand and use appropriate tools to analyze, identify and resolve business or technical problems. Prepare data base or system technical documentation for users and/or stakeholders. Establish and maintain security, integrity and business continuity controls and documents. Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and Bureau COR and Office/Division supervisor (or Office Director or Deputy Director).

Note: Contractor staff working in this position may be required to access the Department’s computer networks, information systems and networks, and data bases.

PROFESSIONAL QUALIFICATIONS:
IT Specialist I, II, III & IV
* Ability to obtain and maintain a security clearance at the Secret level
* At the IT Specialist level I a minimum of two (2) years working in the Computer Science, Information Systems, and Information Systems Development, Information Technology or related field/environment is required for this position.
* Excellent computer, computer networks and data base skills.
* Experience in database development, analysis and management.
* Experience in conducting complex analyses of quantitative and qualitative data (involving various data sources) and results reporting.
* Experience with computer network application packages.
* Knowledge and application of statistical data analysis and data management software (e.g., SPSS, originally Statistical Package for Social Sciences).
* Education and/or work experience related to statistical and research methodology.
* Experience migrating (uploading) data from one system data base or network to Access and/or Excel, and designing procedures and reports to guide data analyses and interpretation.
* Experience in developing and implementing standard operating procedures (internal controls) for computer networks and data bases.
* Ability to work with various database applications.
* Experience in program administration, operating procedures, oversight and monitoring.
* Excellent facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.
* Excellent, timely and precise organizational skills and multi-tasking abilities.
* Excellent critical and creative thinking and analytical skills.
* Excellent written and oral communication skills.
* Excellent ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.
* Excellent ability to also have a flexible, team-oriented approach to work.
* Excellent ability to build and maintain strong working relationships with colleagues.
* Significant familiarity or direct experience in working for U.S. foreign affairs agencies and/or international organizations.
* Foreign language skills are preferred but not required.
* MCSE, CISSP and PMP certifications are strongly desired.

PROFESSIONAL QUALIFICATIONS:
IT Specialist II
* See Level I qualifications
* Ability to obtain and maintain a security clearance at the Secret level
* A bachelor’s degree is required for this position.
* A minimum of four (4) years working in the Computer Science, Information Systems, and Information Systems Development, Information Technology or related field/environment is required for this position.

SCOPE: Same as level I & II additionally, candidates for this position may be required to participate in requirements updating/development for next generation (NexGen) tools and/or solutions.

PROFESSIONAL QUALIFICATIONS:
IT Specialist III
* See Level I, II qualifications
* Ability to obtain and maintain a security clearance at the Secret level
* A Master’s degree is required for this position.
* A minimum of six (6) years working in the Computer Science, Information Systems, and Information Systems Development, Information Technology or related field/environment is required for this position.

SCOPE: Same as level I, II & III additionally, candidates for this position may be required to participate in requirements updating/development for next generation (NexGen) tools and/or solutions. May also be required to provide high level strategic support and guidance related to Department/Bureau information technology/digital priorities. This may include but not be limited to white/concept paper development, participation in technical demonstrations and similar events.

PROFESSIONAL QUALIFICATIONS:
IT Specialist IV
* See Level I, II & III qualifications
* Ability to obtain and maintain a security clearance at the Secret level
* A Master’s degree is required for this position.
* A minimum of 10 years working in the Computer Science, Information Systems, and Information Systems Development, Information Technology or related field/environment is required for this position.

COMMUNICATION SKILLS: These positions may require handling confidential information in an appropriate manner. Customer interactions must be handled with diplomacy and tact. Individual must be able to gauge the customer’s technical ability and communicate with them in appropriate technical or non-technical language in a non-condescending manner.

DECISION MAKING/JUDGEMENT: This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, plans, and schedules. Although there are sometimes problem-solving guidelines for problems, there are no existing procedures or instructions for those problems. Ability to work independently or in a team setting is necessary.
