 PLACE OF PERFORMANCE: Charleston, SC (Telework Subject to Approval)

SCOPE: This task is being established with the goal of identifying internal obstacles for HR operational effectiveness and to support modernization initiatives that demonstrate measurable value to CGFS/EX and increase quality and overall effectiveness of HR systems, processes, and policy.  This project requires that the assigned individual coordinate with Deputy Executive Director, Executive Director, and other individuals as required by the assigned work.

All TMG employees will need to meet the requirements set forth in Executive Order 14042 and the Safer Federal Workforce Task Force Guidance requiring all covered contractor personnel to be fully vaccinated against COVID-19.


  • U.S. Citizenship
  • A Moderate Trust Public Trust (MRPT) Certification is required.
  • A thorough working knowledge of the State Department financial, accounting and budgeting systems (including GFMS and RFMS) and how they would interface with the ICASS systems.


During the term of this task order, the contractor shall perform the below tasks to include, but not limited to the following:

  • Attend meetings with Deputy Executive Director and CGFSC HR team.
  • Identify areas in current processes, procedures and delivery of service that need change.
  • Evaluate how tasks are being performed and the technology, tools and competencies needed to increase effectiveness
  • Review DOS and CGFSC internal policies, procedures, and regulations and evaluates the extent to which HR policies and/or procedures are understood by CGFSC HR team to ensure compliance.
  • Provide expert technical advice and support with HR processes and activities relating to recruitment and staffing, labor relations and Employee relations; organization and position management; compensation; benefits management, performance management and awards; retirement and separation and technical processing of personnel actions and related items.
  • Develop a HR Manager’s Guide for publication and articles that address frequently asked questions (FAQs) of employees to be published in CGFSC Internal Knowledge Base (KB).
  • Assess HR activities to ensure alignment with organizations strategic goals and ISO9001 quality performance standards.
  • Manage the update of CGFS and BP Position Descriptions more than 5 years old.

DECISION MAKING/JUDGEMENT: This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, processes, plans, and schedules. Ability to work independently or in a team setting is necessary.

  • Local travel and CONUS/OCONUS may be required.
