SCOPE:  The GPA Video Office is requesting to procure a follow-on services contract to secure continuity of operations for critical mission function. The Office of Video functions like a news organization where staff are expected to respond to significant world events. This is sometimes handled by scheduling staff on nights and weekends and/or by being on-scene to record them as they happen. Contractors must be willing to work nights and weekends as needed and travel domestically and internationally on short notice and remain on location to fulfill requirements of the Department such as editing video, uploading content and delivering final video files and products on very tight deadlines. In addition, the contractor shall provide for full-time telework of some personnel located in different parts of the continental United States and some foreign countries. Employees with full-time telework arrangements are necessary to meet the demands of finding experienced, high-end talent and their physical location shall not be a contract into GPA/CN/VID’s ability to meet any a nd all requirements of the contract. Therefore, the contractor shall make all travel arrangements for their employees in these scenarios, be able to maintain contact 24/7 with their employees even in remote locations and low-bandwidth areas and shall provide all required insurance for employees working both domestically and internationally

PROFESSIONAL QUALIFICATIONS:

  • Must be a U.S. Citizen
  • Active Secret Clearance
  • 10+ years relevant experience
  • CISCO Certified
  • A Bachelor’s Degree is not required but preferred.
  • Demonstrable experience in project management and stakeholder engagement.
  • Exceptional communication skills, with fluency in modern technology collaboration tools.
  • Proficiency in Microsoft Office suite.
  • Ability to approach problems analytically and holistically, considering the individual problem and the impact on the larger system.
  • Adaptability to work flexibly and efficiently in a rapidly changing environment.
  • Demonstrated curiosity in continued learning and growth on the job.
  • Strong ability to focus on and understand the needs of clients, as well as build and maintain strong working relationships.

DUTIES AND RESPONSIBILITIES:

  • Serve as a video production network administrator to maintain digital production and broadcast facilities located at the Harry S. Truman Building and adjacent annex. This requirement is for one network administrator to support both facilities to install, configure, and maintain the Globa l Public Affairs’ Office of Video local a rea network (LAN), data communications network, operating systems, and physical and virtual servers that are part of the networked, HD broadcast television production facilities, digital editing platforms, television studios, state-of-the-art master control rooms and core equipment rooms integra ted systems architecture.
  • This position requires a unique understanding of traditional broadcast engineering technology, IP transport stream networks and video-over-ip media transport and network architectures.
  • Expert operational abilities in a live broadcast engineering facility with the ability to quickly troubleshoot and resolve workflow and transmission anomalies working at a systemic level. Install, integrate, and maintain broadcast hardware; video and audio routers and switches, digital format converters, frame synchronizers, and maintain facility SDI, AES, HD-SDI standards, a nd dependencies.
  • Support the Office of Video engineering facility IT network infrastructure and video over IP media transport network, integrating architectures, installing, testing, updating, and maintaining IT hardware, software, and firmware, to include Pa lo Alto firewall and Nevion switches.
  • Install, integrate, test, update and maintain the AWS-based video-over IP network of local and remote encoders and decoders as well as transportable and mobile encoding and decoding devices.
  • Integrate new video-over-IP devices into cloud-based “CORE” routing system, building ad-hoc regional networks a s required for redundancy and robust performance.
  • Systems administrator for “CORE” cloud -based routing system, adapting and building workflows, performing systems updates and maintenance.
  • Proficient in deploying, supporting, configuring, maintaining, and upgrading networks and in-house servers.
  • Assists with annual inventory and keeps government equipment clean and organized.

DECISION MAKING/JUDGEMENT: This position involves projects and/or assignments requiring considerable decision-making authority regarding procedures, processes, plans, and schedules. Ability to work independently or in a team setting is necessary.
